Why won’t you attend Nobel Peace Prize ceremony?

According to Norwegian Nobel Committee as of December 6, 19 embassies have for various reasons declined invitations for the Nobel Peace Prize Ceremony on December 10. The 19 are: China, Russia, Kazakhstan, Colombia, Tunisia, Saudi-Arabia, Pakistan, Serbia, Iraq , Iran, Vietnam, Afghanistan, Venezuela, the Philippines, Egypt, Sudan, Ukraine, Cuba and Morocco. I have tried to contact the embassies of mentioned countries (expect of China) or the respective ministries. Till now only Afghanistan gave me some answer.
